Stand-up ICS in the WH's COVID-19 TF

Since the initial inception of the Coronavirus into the United States, the President should have been taken “protective actions” to ensure the safety of all Americans. What has proven disastrous to the “health and safety” of the Americans population is this: “the lack of National Leadership, from the White House.”
What is even more tragic is the absence of the standing-up of a noticeably trained and competent Incident Command System (ICS) to manage this national crisis! If an ICS was being utilized, the Incident Commander and his/her staff could locate, forecast, commit and deploy the necessary equipment, supplies, and resources to the most heavily hit state by this virus, at any given time.
There does not seem to be enough communication between the WH’s COVID-19 Task Force (TF) and the states. This is probably due largely to the lack of any member of the TF being trained and certified to stand-up, utilize and manage this crisis utilizing an ICS.
Hospitals, healthcare, and public health agencies must also be using their Hospital Incident Command System (HICS), to manage their local and state needs. Each should be providing their own required equipment, supplies, and resource requests to their States, operating within their ICS. The states would then provide these requests to the White House’s TF through its ICS.
The formal use of an ICS permits the WH TF for COVID-19, to receive requests, prioritize them, and then deploy the appropriate equipment, supplies, and resources to the state having the most critical and immediate needs. If this system is not being utilized, it should be stood-up immediately and staffed by knowledgeable men and women trained in the use of ICS during a national emergency.
